Metro Vancouver Transit Police is pleased to announce that Randy Fincham, Inspector with the Vancouver Police Department, has accepted the role of Deputy Chief Officer of Operations with our department. Deputy Fincham will step into the role on Friday, July 19.
Deputy Fincham joined the Vancouver Police Department in 1997 and spent four years in the Operations Division before joining the Emergency Response Team. He then spent three years as a Detective in the Major Crime Section: Robbery, Assault, and Arson Unit. He was promoted to Staff Sergeant in 2017 and served as a Section Leader with the Public Order Unit. In 2018, he moved to the Youth Services Section and Mental Health Unit. In 2020, Deputy Fincham returned to the Operations Division as an Inspector and served as a Duty Officer and as a Critical Incident Commander, leading the VPD’s critical incident response. In 2021, he returned to the VPD’s Youth Services Section and Mental Health Unit before taking charge of VPD’s General Investigation Section (GIS).
Deputy Fincham is an instructor in Critical Incident Command both provincially at the Justice Institute of BC, and nationally at the Canadian Police College. He is an advocate for supporting victims of crime and their families, and working to reduce suffering for others following traumatic events. In 2023, Randy assisted in bringing in the VPD’s Victim Liaison Officer (VLO) Program, in preparation for assisting victims and families of mass victimization events.

Prior to launching his career in policing with VPD, Deputy Fincham worked as a SkyTrain Attendant, gaining unique and valuable insights into transit operations. Since February of 2024, Randy has been seconded to Transit Police, supporting Operations, and gaining insight into the TransLink Enterprise and inner workings of the organization.
Randy considers himself fortunate to be joining the ranks, working along side Transit Police’s dedicated sworn and civilian professional staff, policing a unique and specialized environment
Deputy Fincham will be taking over the role from Deputy Anita Furlan who will leave our department to pursue new adventures later this month. Deputy Furlan was the first ever woman to serve at the rank of Deputy at Transit Police when she took on the position in January of 2022. Under her leadership, the operations section has seen exciting growth and changes, including the launch of Community Safety Officers in 2023. We wish Deputy Furlan all the best, and we thank her for her steadfast dedication to our department over the last two and a half years.
